We have two new story arcs/events beginning:
Gotham City:
Batman has been shot. Black Mask and other crime lords begin to spread their influence and have put Gotham into a much worse situation than it has ever been. It is a danger to be out at night for any reason. There have been giant spikes in murder, robberies, rapes. There are vigilantes and others trying to stop this, but it's proving ineffective for now, and everyone is fighting an uphill battle.
Starling City:
Carrie Cutter and her father, being a rich businessman, have met with the Mayor of Starling. During this meeting, Carrie was shot by a green arrow, presumably in an attempt to assassinate the Mayor. In retaliation for this assassination attempt, the Mayor has hired a PMC company known as TYGER in order to bring down the vigilante, even if that means armed soldiers in constant patrol of the city.
