He usually wears a tactical vest underneath the coat when going to a deal or into a similarly dangerous situation, stuffed with smoke bombs, flash capsules and other small weaponry, along with a pair of guns on his hips.

Overview: Arthur is a dedicated man. He’s dedicated to his family, and it pains him to see Stephanie grow distant and accuse him of killing her mother, his wife. He’s dedicated to his work, and the only reason Stephanie has acquired the gear she has from him is because he’s allowed her to, telling the guards to pretend not to notice her if they do. He still loves his daughter, and he refuses to harm her in a way that’s not a minor scrape or cut, even if she’s beating the crap out of him. He’d even take a bullet for his daughter. Since his life seems to have deserted him, he’s turned somewhat bitter, venting in the form of sarcasm.
When he dons the mask of the Cluemaster, he becomes a different man. He becomes more arrogant, and slightly more combative.
He’s no stranger to a fight, either way.

History
Arthur was born to a military family, and he lived under an abusive, severely patriarchal father who was viewed in fear by his whole family. It was viewed as a blessing when he died in a car accident when Arthur was 12. However, he had felt a certain admiration for the man, so he enlisted when he was 18. He rose quickly, becoming an MP and working to catch various war criminals, until he met a Regan Carthier. Carthier had been a sergeant accused and convicted of selling weaponry, and he developed a strange, amiable bond with Arthur. Right before he was taken for execution, he gave Arthur a note, with a simple drawing on it and a date. He figured out it meant a location, and went there to find an accomplice of Carthier's. The man gave him a tape and left. The tape was a video will left by Carthier, indicating that he wanted Arthur to take up his business.
Arthur was honorably discharged a year later, and moved back to Gotham, where he met Crystal Carter. They were married a year and a half later, and a year after that, they brought Stephanie into the world. During this period, however, Arthur was building an empire. He started small, but by the time Stephanie was born, the Cluemaster was a renowned arms dealer. He began traveling a lot to perform deals, but he missed his daughter. He moved his business back to Gotham, and he began putting the fear of god into the babysitter to make sure Steph was well taken care of. He found it as no surprise the sitters tended to quit quickly. One day, when Stephanie was 10, he walked in right as the babysitter slapped Steph across the face. The very next day, he kidnapped the man and put a bullet between his eyes. He instructed the new babysitter to tell Stephanie the old one had committed suicide, giving her a bonus for it.
From then on, it was smooth sailing. Arthur decided to take up a bit of a hobby, tinkering with things and developing a variety of small weapons and gadgets for his personal use. He also noticed his relationship with his daughter seemed to be deteriorating slowly, but it was still strong for the most part. About three years ago, it all fell apart. As he and Crystal were driving home from a dinner, they were ambushed by goons working for a rival dealer. They shot Crystal right in front of him, and he retaliated by killing each and every one of them with a knife. When he got home, he told Stephanie that her mother had been in a car accident. It pained him when Steph moved out, and he took to carrying the locket with him.
He’s recently learned his daughter has decided to stop him. She’d been stealing gear from him. He allowed her to steal it from him. He’s been ordering his guards to pretend not to notice her. He dreads the day he’ll have to confront his daughter.
