The Black Mask has established a ranking of heroes. Why? The answer is simple.
To show who has the highest bounty.
"Mask Night" is the term given to a major undertaking by the villain community. In a single night, how many vigilantes, generally of the heroic persuasion, can be killed, and their masks collected for the bounty? We'll see.
For the time being, the hierarchy is this:
Batman
The Hood
Batwoman
Catwoman
The Huntress
Black Canary
Wildcat
Zatanna
"The Brats" (The Titans)
This hasn't happened quite yet. We have plot things. This is for commentary on the whole deal.
