Oliver Queen was a rich man, and someone the League could use in Starling alongside Malcolm. Slade had already drawn his blade across Oliver's flesh, clothed in his full garb, including mask. He had not spoken, had given no indication of who he may be, so the other man shouldn't know him when they met.
Slade was running, being "pursued" by his own allies. His uniform was now changed, so he could pass himself off as an agent of another country, possibly on a rescue mission, or stranded as well. If he could only just find Queen now, then he could train the boy, bring him to the League, and rise in the eyes of Ra's al Ghul, ever since falling after Bruce Wayne chose to not return.

"What the hell..." Ollie muttered. He wasn't entirely certain what he was seeing, but it looked like someone running from the mercs. The enemy of my enemy is my friend, but he wasn't keen on getting into a fight. So he just followed them, trying to stay hidden.

Slade wasn't sure if Queen was anywhere nearby. He just kept running, and then moved behind a tree. He swung out and punched one of the men in the face before pushing him into the other and kicking them both down a slope. His senses told him that somebody was around, at least. Might as well put on a show.

Ollie tried to do that thing from movies where the old master or the protagonist just appears from nowhere, but failed, faceplanting behind Slade.

Slade span to him, reaching down for a heavy stick on the ground. He picked it up, "Who are you?" he demanded in his gruff Australian accent.
