Overview:
In person, Vic is a very reserved, retiring individual. He's not misanthropic, he likes people fine, he simply prefers to just observe them (preferably from a distance). Uncomfortable with strangers, he's borderline phobic about crowds and hates being the center of attention. He doesn't tend to do well in social situations outside of small groups of people he knows, and even there he'll usually stick quietly to the fringes and watch. And, as he's been in hiding since his near-murder, his circle of acquaintances has gone from 'small' to 'practically non-existent.'
Vic has a strong aversion to confrontation, which often results in his being labeled a coward and a wimp. However, he has an even more powerful moral sense that won't allow him to simply sit by and let someone be hurt. If he can stand off and handle it indirectly, he will, but if the only way to stop it is getting right up in somebody's grille, then that's what he'll do. Despite the significant psychological trauma of having been stabbed and almost beaten to death, he'll still do it even if it means a good chance of getting pounded into the ground like a tent peg when that somebody is twice his size.
Being one of the top hackers in the world, Vic's online persona is somewhat different. The Question is confident and outgoing, a showman playing up an audience of followers. Without the danger of direct physical violence (either suffering it or having to inflict it), he's also considerably more aggressive, actively seeking out trouble. Sometimes he goes after black-hat (malicious/criminal) hackers, sometimes after companies, groups, or individuals that are doing something criminal offline.

History
Victor Doe was a foundling, abandoned as an infant by unknown parents. He was raised in the Saint Prisca Orphanage, where it soon became clear he was the smartest kid there. He was also one of the smallest kids there, which made for a difficult life until he was adopted at the age of 10 by Charles and Elizabeth Sage. They were getting on in years for the responsibility of a young boy, but they took a shine to him on sight and he was a quiet, well-behaved child.
Under their care, he grew into a quiet, well-behaved man. They didn't have a lot of money, but he never lacked for anything he truly needed, and there was always plenty of love. He was especially close with Charles, proudly taking his name and the older man's passion for pulp detective novels and film noir. Still, Vic looked toward the future as much as the past, and had a gift for math and engineering that won him a full scholarship to MIT. And, well before he graduated with degrees in computers and electrical engineering, he was already a rising star among whitehat (goodguy) hackers.
Vic returned to Gotham, where he was welcomed by his proud adoptive parents. Sadly, Elizabeth was taken by a stroke that summer and Charles pined away without her, dying shortly before Christmas. Vic grieved for them, but had no choice but to get on with his life.
With his degrees, Vic had no trouble getting a good IT position at a large corporation run by a man named Powers. Settling in there happily, he soon branched out from simple installation and maintenance into writing custom programs for the corporation. By the time ten years had passed, he was head of the IT department and his software was handling many of the operations on their internal network. Bright and extremely observant, he began to notice discrepancies. Money and equipment being rerouted. A supposedly-empty lab suite drawing way too much power. Payroll irregularities. When his curiosity drove him to investigate, he discovered bioweapon research was being done on human subjects. Unwilling human subjects. Horrified, he reported what he'd learned to the Gotham Police.
Unfortunately for him, Powers had the cops in his pocket, and Vic never made it home that night. Set upon by 'muggers,' he was beaten and stabbed repeatedly, before being thrown in the river for dead. Somehow, though, he clung to life, and was fished out by an old thief named Aristotle 'Tot' Rodor, who patched him up and nursed him back to health. While Vic recovered, the cynical and suspicious Tot regaled him with conspiracy theories. The younger man didn't put much stock in most of them, but about one thing they were in total agreement -- the police were not to be trusted. Batman might do something, but then again might not, and they had no way to contact him at any event.
Still, neither of them was willing to let what Powers was doing continue, and they realized they had to get damning evidence and publicize it so widely it would be impossible to cover up. The second part would be easy enough for Vic's skill set, but getting the proof in the first place was another matter. He might be able to go through a firewall like it was made of swiss cheese, but a garden variety Home Depot lock would stop him cold. That was where Tot stepped up. While the old thief was past his second-story days, he could teach a bright young pupil.
A month later, The Question appeared on the online scene, sending viral an expose of PowersCorp that took the company down in flames. That was a few weeks ago, and since then he's been working on building up his virtual alter ego's fame and reputation. Though Vic himself has remained among the missing, he's done the real world legwork for The Question to hit a couple of smaller targets, and is always on the lookout for more heads for his wall. He's gradually developing something of a following among young and tech-savvy iconoclasts ... and making enemies of some older and nastier guilty consciences.

The Question doesn't know Oracle, but he probably couldn't help but know of her, and it would be cool if they met online at some point. Vic also ventures out into the 'real world' from time to time, so he could easily encounter other characters, too. And there may well be some unpleasant people looking for him.
